Just after the establishment of the Ministry of Petroleum Industry, the first ministerial meeting decided to send two inspection teams to the Soviet Union and Eastern Europe to investigate natural oil and artificial oil. Request to take back feasible methods for developing China's petroleum industry through investigation. The natural oil investigation team led by Assistant Minister Kang Shi'en inspected all aspects of the Soviet oil industry from September 1955 to February of the next year, and went to Baku Oil Region and Romashkino Field to investigate the characteristics and practices of the old oil region and the new oil field. The serious learning attitude of the inspection team and the spirit of "breaking the sand pot and asking the bottom" deeply moved the Soviet colleagues. In January 1956, the Ministry of Petroleum held the "First National Oil Exploration Conference". Kang Shi'en, who was in the Soviet Union, wrote a long letter to the conference entitled "How to find oil in China". By comparing with the advanced experience of the Soviet Union, he pointed out the reasons why China's previous exploration achievements were not high. It is recommended to make a comprehensive plan for oil bearing areas throughout the country, starting from solving fundamental problems and conducting exploration step by step.
