In the early 90s of the last century, our country went from being a net oil exporter to a net oil importer. This change has had a far-reaching overall impact on the development of China's petroleum industry, and the development and utilization of foreign oil and gas resources has become inevitable. In fact, as early as the late 80s of last century, Tong Xiaoguang, an expert in petroleum geology and exploration and academician of the Chinese Academy of Engineering, proposed that the oil and gas industry needs to "go global" according to the changing situation, and he believes that "China will eventually need the world's energy". What ups and downs and hardships has the oil industry gone through when it has taken steps abroad? What achievements and honors have been received?
Tong Xiaoguang told reporters the wonderful story of China's oil and gas "going out" strategy from germination to implementation to major harvests.
The idea of "going out" germinated
In 1988, I had the idea of "going out" to promote international oil exploration. At that time, the annual output of 5000 million tons of crude oil in the Daqing oilfield had entered its 12th year (in 1976, the annual output of crude oil in the Daqing oilfield exceeded the 5000 million ton mark for the first time, entering the ranks of the world's largest oilfields), and oil exploitation in the Bohai Bay Basin was also at its peak, when China's oil production was not only enough for domestic use, but also exported 2000 million tons per year. But at the same time, with the rapid development of China's economy since the 80s of last century, in terms of domestic oil and gas development, from the perspective of existing reserves and production every year, the reserve-to-production ratio is constantly decreasing, and the growth of China's oil production is increasingly unable to keep up with the growth rate of oil demand (China became a net oil importer in 1993). Comprehensively, I believe that China will eventually need the world's energy.
At that time, I was particularly impressed by two overseas expeditions:
Once in 1985, Dr. Amon Hamer, chairman of the American Occupied Oil Company, invited us to investigate. At the time, the company happened to discover a large oil field in Colombia. The biggest impression that struck me from this visit was that the development of Colombian oil fields is not difficult, and China also has the ability to "go out" to explore and develop overseas oil fields in Colombia and other countries. That's what we felt during our expedition to the United States, but we didn't know how to get these resources at the time.
