According to information obtained by the Zhitong Finance app, the National Development and Reform Commission announced on February 17 that, since the domestic refined oil price adjustment on February 3, 2023, international oil prices have remained volatile. Based on the current domestic refined oil pricing mechanism, the average price over the first 10 working days of February 17 was less than RMB 50 per ton higher or lower than the average price over the preceding 10 working days. In accordance with Article 7 of the Measures for the Administration of Oil Prices, no adjustments will be made to gasoline and diesel prices this time; the unadjusted amount will be carried forward and either added to or offset against the next price adjustment.
China National Petroleum Corporation (00857), Sinopec Group (00386), CNOOC Limited (00883), and other crude oil processing enterprises are required to ensure the smooth production and distribution of refined petroleum products, thereby guaranteeing a stable market supply and strictly adhering to national pricing policies. Relevant local authorities should intensify market oversight and enforcement, rigorously investigate and penalize violations of national pricing regulations, and uphold normal market order. Consumers may report price‑related violations through the 12315 platform.

“Urban development cannot be separated from three-dimensional space and time. Spatiotemporal information serves as the best frame of reference and the most reliable record for urban growth.” From a professional perspective, Li Weisen, Deputy Director of the National Administration of Surveying, Mapping and Geoinformation, offered an accessible explanation of what he sees as a smart city: “A smart city, underpinned by spatiotemporal information and leveraging modern information technologies such as the Internet of Things and cloud computing, embeds human‑generated data into every aspect of urban construction, management, operations, services, and development, thereby achieving intelligent functioning that either does not rely on humans at all or relies on them only minimally.”
